Yes you can. All races are allied, and can visit each other – there are Asura portals in each major city connecting them to all other major cities.

They will not have open beta in the term of “open for anyone to play”, but if you are talking about open as in free of nda, then yes. You can livestream, make videoes and so on.

Lion’s Arch is more like the next version of Booty Bay (which was no doubt really cool at the time) as opposed to SW or Org.
